Malta eGaming License Application Process

The eGaming license application is a three staged process, each having its own documentation requirements and relevant expertise. It is best to contact us to be able to lead you properly with your personal customised requirement, but below is a brief overview of each stage to give an idea.

First Stage

During the first stage of the application process, the Authority will request the following documentation in respect of the operation and key stakeholders:

An application for an egaming license

For each individual qualifying shareholder and holding 5% or more interest in the Company:

  • A personal declaration form;
  • Certified true copy of passport;
  • Birth Certificate and Police Conduct Certificate.

For each corporate qualifying shareholder and holding 5% or more interest in the Company:

  • Memorandum & Articles of Association

A business plan outlining:

  • An overview of the business;
  • Proposed Company structure
  • Games to be offered;
  • 3 Year Marketing & Sales Plan
  • 3 Year Forecast Profit & Loss
  • 3 Year Forecast Balance Sheet
  • 3 Year Forecast Cash Flow Statement
  • 3 Year Forecast Financing Plan

Second Stage

Once the Authority is satisfied that all stakeholders are fit and proper, and that the business proposal is viable, the application process starts the second stage. In this stage, a company has to be setup and incorporated.

This company will hold the egaming license and will have to provide further detailed information regarding internal policies and procedures, technical matters and contractual agreements.

Here follows a brief breakdown:

  • Statutory documentation on the Company
  • Description of player fund management
  • Company Policies
  • Company Procedures
  • Description of application architecture, system architecture and network infrastructure;
  • Details on the Random Number Generator to be used
  • Specification of the Gaming System
  • Online text
  • Contracts with business partners

Third Stage

Once the second stage documentation has been satisfactorily reviewed by the Authority, a provisional license for a period of six months will be issued. Within this period, the required equipment will have to be installed, tested, implemented and be operational online, to enable the Authority to make the required auditing processes onto the system.

Following satisfactory review of the whole operation by the Authority, a full licensed for a period of 5 years is issued. Provisional licenses may also be extended by a further 3 months, if need be.
